Winston Farmer serves as Program Director for LDM’s Federal and DoD Human Resources–Human Capital (HR-HC) Business Unit, bringing over 25 years of experience managing complex human capital and organizational development programs across Federal Agencies and the Department of Defense.

Mr. Farmer’s expertise spans HR strategy, workforce planning, program execution, and organizational design. He has led large-scale initiatives focused on optimizing personnel systems, improving HR service delivery, and ensuring compliance with federal policy frameworks. As a senior advisor, he directs cross-functional project teams supporting human capital transformation efforts, driving measurable improvements in performance, efficiency, and workforce engagement.
